1. Definition of Lok Sewa (Public Service Commission – PSC), Nepal
Lok
Sewa Aayog (LSA)
or Public Service Commission (PSC) of Nepal is a constitutional body
established to recruit eligible candidates for various civil service positions
in Nepal. Its primary role is to ensure merit-based, fair, and transparent
selection of personnel for government services.
Key
points:
- Established
under the Constitution of Nepal 2015 (Article 298–302).
- Responsible
for recruitment of gazetted and non-gazetted posts in government
offices.
- Conducts
exams, interviews, and other selection processes for government positions.
2. Types of Exams Conducted by
Lok Sewa (PSC), Nepal
PSC conducts various
levels of exams based on the Nature of Post and Qualifications. The
main categories are:
A. Civil Service Examinations (CSE)
Civil Service
Exams are divided into three levels:
1.
CSE
(Class I / Higher Level / Gazetted First Class Officer)
o
For
senior government positions.
o
Requires
a Master’s or equivalent degree.
o
Competitive
exam with Preliminary, Main, and Interview stages.
2.
CSE
(Class II / Gazetted Second Class Officer)
o
For
mid-level management positions.
o
Minimum
requirement: Bachelor’s degree.
3.
CSE
(Class III / Non-gazetted or Lower-level Officer)
o
Entry-level
positions.
o
Minimum
requirement: Intermediate (12th grade) or Bachelor’s degree.
B. Technical and Specialized Exams
PSC also conducts
exams for:

services, engineering services, forest services, police, and others.
C. Lok Sewa Open Competitive Exams
- Open to the
general public.
- Often
conducted once or twice a year depending on vacancies.
- Includes
both written and practical exams.
D. Special Recruitment Exams
- For quota-based
recruitment, e.g., women, marginalized communities, disabled
individuals.
- Age
relaxation and special criteria may apply.
